ANY PERSON DESIRING TO ADDRESS THE CITY COUNCIL AND PARKING AUTHORITY SHOULD COMPLETE A SPEAKER REQUEST CARD AND SUBMIT THE CARD TO THE CITY CLERK/SECRETARY PRIOR TO THE COMMENCEMENT OF THE CITY COUNCIL , PARKING AUTHORITY AND HOUSING AUTHORITY MEETING. AFTER OBTAINING PERMISSION TO PROCEED BY THE PRESIDING OFFICER SPEAKERS SHOULD FIRST STATE THEIR FULL NAME AND ADDRESS FOR THE RECORD. THEY THEN SHALL STATE THEIR BUSINESS FOR ALL GOVERNING BODIES BRIEFLY AND COMPLETELY AND UNLESS GRANTED FURTHER TIME BY A GOVERNING BODY SHALL LIMIT THEIR ADDRESS TO THREE MINUTES. THE THREE-MINUTE LIMIT SHALL INCLUDE GOVERNING BODY OR STAFF RESPONSES, IF ANY, TO QUERIES POSED BY SPEAKERS. HOWEVER, THE STATE OPEN MEETINGS LAW (GOVERNMENT CODE SECTION 54950 ET SEQ.) PROHIBITS THE CITY COUNCIL FROM PROVIDING A DETAILED RESPONSE OR ACTING UPON ANY ITEM NOT CONTAINED ON THE AGENDA POSTED 72 HOURS BEFORE A REGULAR MEETING AND 24 HOURS BEFORE A SPECIAL MEETING. ALL REMARKS SHALL BE ADDRESSED TO THE GOVERNING BODIES AS A BODY AND NOT TO ANY PARTICULAR MEMBER THEREOF. THE GOVERNING BODY MAY EITHER DISPOSE OF THE COMMUNICATION AT THE CLOSE THEREOF OR MAY REFER IT TO AN APPROPRIATE ADMINISTRATIVE OFFICER FOR STUDY, INVESTIGATION, REPORT, AND/OR RECOMMENDATION. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, RE-ADOPTING CHAPTER 8.21 (COMMERCIAL DEVELOPMENT CENTER CLEANING SCHEDULES) TO TITLE 8 (HEALTH AND SAFETY) OF THE HAWTHORNE MUNICIPAL CODE, REQUIRING CLEANING SCHEDULES FOR COMMERCIAL DEVELOPMENT CENTERS, AND ADOPTING FINDINGS RELATED THERETO. For adoption.

CITY MANAGER'S CONSENT CALENDAR

Appoint Ray Grothaus, General Manager of Republic Services, who was nominated by the Hawthorne Chamber of Commerce, to serve on the South Bay Workforce Investment Board as representative of the private business sector in Hawthorne. The appointment is to replace Jay Fowler, former Manager of Republic Services who resigned from SBWIB subsequent to leaving Republic Services.  The term would expire on June 30, 2021. 
RECOMMENDED MOTION: That the City Council Approve appointment of Ray Grothaus, General Manager of Republic Services to serve on the South Bay Workforce Investment Board as representative of the private sector in the City of Hawthorne.

Award of contract for Prairie Ave Improvement Project Phase I (Project #13-04) 
RECOMMENDED MOTION:    That the City Council Award contract to lowest responsive and responsible bidder ELECNOR BELCO Inc., of Chino, CA. The estimated construction cost of $3,787,523.00 will be funded from a combination of Measure R grant, CDBG, and Highway Safety Improvement Program (HSIP) funds.

Award of MTA competitive Measure R Highway Grant Funds MR312.69 and Agreement between the City of Hawthorne and the Metropolitan Transportation Authority (MTA)     
RECOMMENDED MOTION: That the City Council Receive the grant and approve the Funding Agreement and authorize the City Manager to execute the agreement and all future amendments on the City’s behalf.

Agreement between the City of Hawthorne and C&S Engineering for certain engineering services at the Hawthorne Municipal Airport 
RECOMMENDED MOTION: That the City Council Approve the agreement and authorize the Chief of Public Works and General Services to enter into and execute it on the City’s behalf. The amount of $ 79,854 will be funded through an FAA AIP grant.

Application of Maria Llamas to File a Late Claim for wrongful death of her son arising out of a police pursuit and fall from a container loading crane at the Port of Los Angeles.  
RECOMMENDED MOTION: That the City Council Deny Application to File a Late Claim by Maria Llamas.

Claim submitted by Sedgwick Claims Management Company on behalf of its insured P&R Paper Supply Company, for damages sustained to its company vehicle when its driver hit a hanging tree branch. 
RECOMMENDED MOTION: That the City Council Deny Claim by Sedgwick Claims Management.
