Pursuant to Executive Order N-25-20 and N-29-20 members of the City Council and staff may participate in this meeting via video-link (Zoom) and or teleconference.  In the interest of maintaining appropriate social distancing and to protect the health and safety of the Council, staff and public from exposure to COVID-19, this will not be an in-person meeting and the Council Chambers will not be open for this meeting.  Members of the public may observe this meeting on the City of Hawthorne website or on YouTube.  The Hawthorne City Council encourages public comments by phone and/or written email on the agenda or any topic, which also includes public hearings.  Members of the public who wish to participate in the meeting by making comments can participate by calling the City Clerks office at (310) 349-2915 before the close of the oral communications or a public hearing.  Please note that you may be put on hold or get a busy signal if there are speakers making comments to the City Council ahead of you as the call will be answered in the order received.  In addition, you may offer your comments through email at [email protected]. Emails must be received prior to 4:30 p.m. on the day of the meeting and will be provided to the City Council members before the meeting.

ORAL COMMUNICATIONS

ANY PERSON DESIRING TO ADDRESS THE CITY COUNCIL, PARKING AUTHORITY AND HOUSING AUTHORITY SHOULD COMPLETE A SPEAKER REQUEST CARD AND SUBMIT THE CARD TO THE CITY CLERK/SECRETARY PRIOR TO THE COMMENCEMENT OF THE CITY COUNCIL, PARKING AUTHORITY AND HOUSING AUTHORITY MEETING. AFTER OBTAINING PERMISSION TO PROCEED BY THE PRESIDING OFFICER, SPEAKERS SHOULD FIRST STATE THEIR FULL NAME AND ADDRESS FOR THE RECORD. CITY MANAGER'S CONSENT CALENDAR

Agreement: Additional Body Worn Cameras (BWCs) for use by Police Department Staff.

RECOMMENDED MOTION: Authorize the Chief of Police to enter into an agreement with Axon, a body worn camera vendor for a period of up to three years, with an annual fee not to exceed $37,000 over the course of the agreement, and authorize the City Manager or Chief of Police to execute any and all amendments to project to assure that objective is completed.                             

 

 
24.
Agreement: Provide COVID-19 testing to the public. 

RECOMMENDED MOTION: Staff recommends that the City Council authorize the City Manager to execute an Agreement for COVID-19 testing with Reliant Health Services and the City of Hawthorne to provide COVID-19 testing at the Betty Ainsworth Sport Center parking lot.

Agreement: Amendment No.2 to the Agreement between the City of Hawthorne and TeleHealth Van LLC for Providing daily virtual tele-health resources and family support to low income and homeless individuals in the City 

RECOMMENDED MOTION: Staff recommends approval of a second amended agreement with TelHealth Van LLC for providing support to people who are low income and/or homeless with virtual
tele-health and social support.

Markings for On-Street Parking Spaces “Parking T’s”.

RECOMMENDED MOTION: Staff recommends that City Council approve the expansion of the On-Street Parking Spaces “Parking T’s” Pilot Program for the North West Hawthorne neighborhood and authorize the Director of Public Works or his designee to consider requests in other neighborhoods.

 
27.
Local Street Improvement 2022 (City Project #22-04) – Out to Bid

RECOMMENDED MOTION: Staff recommends that the City Council approve the Plans and Specifications and authorize the Director of Public Works to advertise for construction bids with a return date of February 22, 2022.

LAIF: Request for transfer of funds to Local Agency Investment Fund 

RECOMMENDED MOTION: Staff recommends that the City Council approve the transfer of funds from the Bank of the West Money Market Fund to LAIF in the amount of $57 million.

RECOMMENDED MOTION: Staff recommends that the City Council receive and file.
